Average Emissions Monitoring

The Vehicle Certification Agency (VCA) were nominated by the Secretary of State for Transport to manage the collection and processing of average emissions data for both Light Duty Vehicles (LDVs) and the collection of data in respect of Heavy-Duty Vehicles (HDVs).

As of 1 April 2026, the Fleet Average Emissions work has been transitioned to the DFT who will administer both LDV and HDV work.

The Fleet Average Emissions documentation and guidance documents are still hosted on the VCA website and will be transitioned to the DfT website in the future.

The VCA and the DfT have run a number of workshops for vehicle manufacturers to help them understand the new UK CO2 emissions reporting and monitoring processes.
