EU Regulation 2016/1628

EU Regulation 2016/1628: Requirements relating to gaseous and particulate pollutant emission limits and type-approval for internal combustion engines for non-road mobile machinery entered into force on 6th October 2016 and is applicable from 1st January 2017.

NRMM Prototype Engine Applications

Engines that have not been EU type-approved in accordance with Regulation (EU) 2016/1628 shall be authorised, in accordance with Article 34(4) of that Regulation, to be temporarily placed on the market for the purposes of field testing if they comply with the detailed technical specifications and conditions laid down in Annex XI to the Regulation.

Before placing the engine on the market in the UK, the manufacturer must inform the VCA by completing the application form and an engine details list below. Once completed, please email your application and engine list to

Flexibility Applications

Under EC Directives 97/68 (Non-Road Mobile Machinery NRMM) and 2000/25 (Tractors), Original Equipment Manufacturers may on change of emissions standards apply for Flexibility to continue to fit a limited number of engines complying to an earlier standard to their Non-Road Mobile Machinery or Tractors. Sell-Off Provisions

Directive 97/68/EC has a provision in Section 4 Article 9, commonly referred to as “Sell-Off”, which allows engine manufacturers a period of two years after the start of a new emission standard, during which the manufacturer can place engines complying with the earlier standard, onto the EU market.
